You could take a look at the best teams in each of the top few countries, but if they never played each other on a good day it is impossible to say which is the best.
I think it would be hard pressed to find a school able to regularly beat Grey College (Bloemfontein), South Africa. The are far and away the top school in South Africa almost every season. Glenwood, which only ranks 7th in sa, managed to win the Sanix World Rugby Youth Tournament in Japan in 2008 and third in 2009 (losing 17-10 to the eventual winners), and they got beaten 62-3 by Grey College (Bloem.) (Not to be confused with Grey High Port Elizabeth. Although - point taken on above answer.....

EASY!!!
Yess true, but the best English team at the moment has to be the Northampton Saints. The best team in New Zealand is easily the Hurricanes. But I think that all Super 14 teams are doing well.

Schools have only yo provide the opportunity for playing the game. If you really want to have a good experience then consider a club where you can have specific coaching and the opportunity to advance skills learned. Schools have only small opportunities for this and many have to provide the full range of sports.
