However I have found that Ronaldo has a record of 0.7178 goals per game (source - Wikipedia). I feel that it should also be noted that the vast majority of Ronaldo's goals were in top flight European leagues.
Please note that Ronaldo may not have the best goal to game ratio ever, I'm just correcting the previous answer of Romario.
Adding on to what you said, the top goalscorer of all time was Fernando Peyroteo of Portugal. He spent his entire career playing for Sporting CP. His goals to game ratio is 1.6751. He scored 331 goals in 187 appearances, even scoring 9 goals in one game. (source is Wikipedia).
One footballer with a fantastic goal scoring record early on in his career was Mario Jardel, check him out on wikipedia, in the first 12 years of his career he scored 262 league goals in 290 league matches (source - Wikipedia), however his ratio did decline after that because of his lack of form in his latter years, he was injured a lot and never really looked the same after the 2002-03 season. Still a fantastic goal scorer though. (Maybe not as good as the guy the person above me mentioned though, 331 goals in 187 appearances! That's unbelievable!).
Ferenc Puskas had a record of 515 goals in 533 games. Nothing on 331 goals in 187 appearances but still worth a mention!
