You get scouted by teams e.g. Manchester city coming and saying to the coach that " we want to scout this player for our team". After that you play the games and when you become older that team wants you to play for the big team if you wish so. Finally you will then get transfered to other teams. My advise to you is never give up. Your dreams will come alive.
