In the realms of American football, a safety is either an instance of a player being sacked or tackled in the end zone, or stepping out of the end zone and off the field, or, a defensive player who is in the position furthest from the line of scrimmage.

If the quarterback passes it out of the end zone, and it gets batted by the other team, and then the ball gets caught by the team that threw it in the end zone, then it would be a call for illegal touching or intentional grounding and be called a safety. If the player does not step outside of the end zone before stepping out, then it is ruled a touch-back and the ball is placed at the 20 yard line. However if he steps out of the end zone then steps out inside the end zone it is ruled a safety and the other team gets 2 points and the team that stepped out in the end zone then gets a free punt.
The other team would only get the ball under certain conditions. If the quarterback was sacked on the 4th down, then the opposing team would get the ball. That is not due to the sacking, however, it is due to the fact that you only get 4 downs to gain 10 yards before a turnover. If a quarterback is tackled and fumbles the ball, the other team can get the ball, but the quarterback will not be considered sacked.

Also, if the offensive team is called for a holding penalty in their end zone the result is a safety regardless of whether the quarterback was in the end zone at the time of the penalty.
