Anyone can serve depending on the rotation. *Yes, a serve is a technique of getting points. But, its used to get the ball over the net after a rotation. The server continues serving until their team loses the ball then it goes to the opponent's team and their server serves until they lose the ball, and the cycle contiues until the game ends.

If 2 people from different teams have the ball at the same time and the umpire cannot decide who has possession, they take the ball and throw it in between the 2 people with their hands by their side, and let whoever gets the ball first take the pass or shoot.
