It should gravity feed to the float bowl. Remove the bowl and make sure you have free flowing fuel. Gently push up on the float to see that it stops when the bowl is full. Replace the bowl allowing it to fill before screwing the bolt all the way in. If you still have problems, look at the fuel pump.
