Actually if you read about it the 4.12 it was at the Superdome in 1986 and not at the combine in Indy where they hold things today which uses handheld stopwatches along with an electronic method. Maybe he was sub 4.2 who knows, but the question is about Tedd Ginn and he ran a 4.38 at the combine. His ankle was sprained at the time but his fastest official time is 4.27 He has never run a 4.16 and nobody in the league at the moment has run anything officially under 4.2 unless their college roommate was holding the timer.
