Being able to play high school football very well, so you attract the attention of a Division 1 coaching staff who can recruit you. You have to meet academic requirements too. Also, when they're looking at prospects one of the things they do is talk to your coaches about how easy you are to coach. If your coach says something like, "he's got the potential to play in the NFL but you can't tell him a thing," you won't get recruited.

The top programs in Division II recruit high school and junior college players, just like Division I schools.

Smaller, less successful Division II programs have many "walk on" players, taken from open tryouts on campus for the existing student population.
