"flat" is usually "flat against the line" which refers to backs lining up to make runs to advance beyond the gain line. backs/wings should be running near full speed just behind the player nearest them so if they were to receive a pass, they could accelerate into the pass and get a head start to pass the defensive line. when you're "flat", you're in-line with the passer, keeping you from getting that burst of speed that's essential to break free for a try.
