Referee, umpire, timekeeper, scorekeeper. Referee usually is the one that starts the jump ball.

Scorekeeper in Spanish is "tanteador" for male, "tanteadora" for female. I suggest the website below for an online English/Spanish/French dictionary and verb conjugator.
Except for the title of "clerk," they are no way comparable. The Clerk of The Court is an elected constitutional official who has many Deputy Clerks working for them. A basketball court clerk is simply an individual is assigned the task of keeping track of proceedings during a game, much like the scorekeeper in a baseball game.
There are three syllables. Score-keep-er.
I've seen this particular scorekeeper go for slightly over $150 US for a copy in very good condition. Beyond that, it'll depend on the buyer.
Are you perhaps referring to a "passed ball"? If a pitch gets past the catcher allowing a runner to advance one or more bases then the official scorekeeper has to make a decision. If he/she rules that the catcher should have been able to catch or stop the pitch but did not then the ruling is that the error was made by the catcher and it is a "passed ball". If the scorekeeper rules that the fault lies instead with the pitcher then it is ruled a "wild pitch".
