Maradonna's skill and speed is something that can't be simply taught by endless practice. He was born with blessed genetics that only a select few in the world can say they possess. Endless practice was what made him so good, but he wouldn't be the legend he is today without having that natural extra edge on even the best professionals in the world.
To answer a better question "how many hours of practice does it take for you to be the best footballer you can be?" I would recommend minimum 4 times a week with a team and trainer, where you can work on important passing, pressure and possession skills for 2-3 hours. Then, if you are truly committed, another 2-3 times a week on your own doing pylon drills to work on your touch, runs, suicides, plyometrics to work on your fitness, and shooting drills from various angles/distances to hone your finishing skills.
