they tell everyone who is allowed to catch a pass an who can not. usually 50-79 are the linemen numbers and they are not allowed to catch a pass from the QB unless it is deflected off someone else first. Receivers wear 80 or up or below 50. Generally people who receive the snap (quarter backs, kickers, & punters) are below the number 20.

There are no rules about defense numbers and any defensive player may touche the ball once it leave or even before it leave the QBs hand
