I dont know if you are talking about Division 1 A only, or AA. 1A Rice, Wake Forrest, Tulsa, Marshall, there all small for 1 A. Division 1 AA Def Davidson they only have I think 1,700 students. Then Wofford is pretty small. Most of your smaller schools will be in the conference U.S.A, and the Big East, and MAC. The huge schools are the big Ten, not including North Western they are super small I know they are under 10,000 students. SEC is big, most of the Florida schools are really big Florida Atlantic, Gators, even UCF is probably pushing close to 30,000 kids, South Florida is pretty big. Anyways I hope this helped a little.
