It depends.

Currently? UCONN won the most recent championship. Kentucky is has had the best recruiting classes the past few years. Ohio State had the best record this year.

Historically? UCLA has the most championships. Kentucky has the most wins. Kansas is the only school to be coached by the inventor of the game. Duke has the coach with the most wins.

Generally, there is a club of "blue blood" schools that are deemed the best. This list includes Kentucky, Kansas, North Carolina, UCLA, Indiana, and Duke.

There is some discussion recently as to whether other schools such as Syracuse or UCONN should be added to the list. There is no consensus though.
