according to FIBA rules it should be 4-15 in the NBA it can be 0-99 i suppose.
Assuming that you are talking about the NBA, technically it can be any number. There is no rule stating that it needs to be a whole number, limited to only two numbers, or preventing a negative number. I am sure that there has to be some official approval before someone can declare that they would like to be number -3.1415, but I can't find any such mention in the NBA rules.

c. The home team shall wear light color jerseys, and the visitors dark jerseys unless otherwise approved. For neutral court games and doubleheaders, the second team named in the official schedule shall be regarded as the home team and shall wear the light colored jerseys.
