Fred Biletnikoff.

Biletnikoff and DB Lester Hayes were infamous for using 'stickum' and went so far as to put the substance on the outside of their socks so they could have some while they were on the field if they needed it. The NFL outlawed the use of stickum in 1981 and the rule was commonly referred to as the Biletnikoff Rule or the Hayes Rule.
