There were several questionable penalties on the Seahawks as SB XL has been called the most weakly officiated Superbowl in history. Ultimately, though, the Seahawks lost because they played scared - they were afraid of the hits delivered by the Steelers and could not handle hard-hitting opponents, long a problem with the team under Mike Holmgren.
