The three branches of the United States government is sort of like a football team for this fact. The Executive Branch, consisting of the President, Vice President and the Cabinet, are like the Coach. They make the calls. The Legislative Branch is like the Quarterback, they listen to the "coach" and pass the calls on to the rest of the team. Then we have the Judicial Branch, which is the rest of the team. These are the ones who make the calls happen.
