Those narrow straps are to prevent tendinopathy. By taking some of the load off the muscles and tendons near their attachment points they reduce the likelihood of tearing, particularly of the triceps tendon when falling on the hands. Physical therapists give these to the players to prevent lateral and medial epicondylitis and outright rupture injury and keep them in the game with less pain.

By placing continual pressure on the tendons connecting the Flexor and the Extensors muscles to the Medial and Lateral Epicondyles, thus significantly reducing the tension at the point of connection to the bone. With the bands it reduces the daily exacerbation of the Tendinitis, therefore facilitating the healing process by reducing continual stress to football players elbows. Its more of a style than anything else. Some are actually magnetic bands to help the joints.

According to the Nike 'dry-bands' advertisement, they are to mitigate perspiration on the arm or skin of the players. The arm bands I have seen are so narrow (1/2 inch or less) that I wonder if they have other purposes as well. Perhaps, it is just to present a logo.

so that when their arms sweat it won't go down their arms and get on their hands so the ball will slip. ( usually the QB wares them for that, but every one else just does it to look cool.
