Surely it's more than 8.5. I think the idea is how popular is football (soccer)? If you are based in North America, you will realize that football (soccer) is the most popular sport in every country in the world bar 6 - The US (football-american), Canada (hockey), New Zealand (rugby), India (cricket), Pakistan (field hockey) and Saudi Arabia (aerobatics) and in Tuvalu it ties for first place with octopus wrestling. (Impossible, right?)

(Almost double the size of the population of the united states.) So this kind of shows how popular it is.
There must be more than that where the most popular sport isn't soccer- for example the most popular sport in Australia is Australian Rules Football. Also nations where the game is still developing, i.e. Australia, the fan base is still quite small in comparison. Also, the World Cup viewership would not consist of constant soccer supporters, there would be hangers-on as well. It would be silly to think that soccer is the most followed sport in all countries, but you can safely assume that when you look at Earth in general, soccer is the most popular.
