it started 1823 in England in a town called Rugby, Warwickshire when playing football a boy picked up the ball and ran forward with it instead of retreating as the rules of football required at that time. The idea of running at the opponent caught on and more students did the same. As these people left the school and went to university etc they took he concept with them.
