Until you are out of the Navy.

Once you go past your sophomore year at any US military academy you are under contract with the American government to serve four years or more as an officer in the US Military.

Because you can not enter the NFL draft until you are a Junior you would be under contract to the military (in this case Navy). You would have to serve your time in the military and then go play football. There are cased where people file a law suit to get out of the commitment to the military but these are rare and only some of them win.

David Robinson (retired San Antonio Spurs player) was drafted to the NBA out of Navy and did not file suit. He spent four years as a Naval Officer and then went to play for the Spurs. This earned him the nickname 'Admiral' since he fulfilled his commitment to the Navy
