In indoor volleyball, the ball has to be touched at least once, but never more than 3 times before it has to be returned over the net. However, in serve receive (after your opponent serves the ball and it is coming to your side) the ball has to be touched at least twice, and is the ideal time for the first set up.
As long as you don't touch the net, and the ball doesn't touch the ground, yes.
It doesn't have to be touched 3 times, it gets to be touched a maximum of 3 times. Disciplined teams touch the ball three times because it gives them the optimal chance of a final volley which is of such speed and placement that a return is impossible. The first touch is simply to gain control of the opponents attempt to kill, the second touch is the set up, and the third touch is your attempt to kill.
