NHL roster size is 23 players, but only 20 players are allowed in any game. A normal game roster includes 12 forwards, 6 defensmen, and 2 goaltenders. The other 3 players are "scratches" and cannot participate in that game. Their purpose is to fill in if another player becomes ill or injured and is unable to play. These roster swaps are not allowed during the game though, only before the game starts. The only exception is if a teams starting and backup goaltender are both injured during a game and can't continue playing. In this case, the team is allowed to find any person they choose to serve as the emergency goaltender for the remainder of that game.

"There may be a maximum of 23 players on each Club's playing roster at any one time from the commencement of the NHL regular season through the trade deadline. Prior to the start of the season, each Club must submit to the NHL its "Opening Day Playing Roster" which shall be comprised of not more than 23 players. Each Club must have a roster of at least 20 players, composed of 18 skaters and two goaltenders. Players on Injured Reserve do not count in the 23-man limit."

20 players dress for each game. Additional players on the roster are referred to as "scratches" and may not participate in the game.

23. 13 forwards, only 12 play a game. 7 or 8 defencemen only 6 play and 2 or 3 goalies depending on how many defencemen you have on your team.
