There is no set limit. Currently every team gets seven picks, selected in order of the worst record. The team with the worst record gets the first pick, second worst second pick and so on until each team has used their pick, and then the worst record is the first team to use their second pick. Teams can have picks taken away as punishment (see Patriots 1st rd 2008) or have compensatory picks given to them for losing players. Not all players drafted are kept by their teams. Some are cut due to lack of roster space, some simply because they weren't that good. Also, players not selected in the draft become unrestricted free agents, meaning any team can talk to them.

Each year between the months of February to April about 300 nfl draft eligible collegiate football players declare to enter that years draft class....But only about 200 of these 300 college players are going to get drafted/picked by an NFL team.

Then out of these 200 college players that were drafted only less than 75 % get offered a professional contract by the team that drafted them.
