There are two Centre Referees and one Video Referee who make rulings. The Two Touch Judges each patrol a side line and indicate with a flag when and where the football crosses the sideline and whether a goal is good ie between the posts and above the crossbar or wave it away. For a field goal, it's up to the Centre Referees. The Touch Judges also advise the Centre Referees when players are coming off and new players going on from the interchange bench (maximum of four per team of thirteen) and report any fouls in back play or bleeding requiring the player being sent to the "Blood Bin to be replaced whilst being patched up. The Centre Referees will confer with the Touch Judges regarding a "Try" about onside rules, whether the player was "in touch", if the pass was forward, if the ball was grounded in a downward motion, if there was a double movement, if the defence was taken out, or the attacking kicker taken out BUT the Centre Referee can always go upstairs if unsighted or unsure to the Video Referee who can see all angles, which is then shown on the big screens and the Video Referee can come back with "TRY", "NO TRY" or "REF'S CALL". Tries are the only rulings made by the Video Referee during the match, but footage is used at the Judiciary in relation to offensive play. There is a "Sin Bin" for a ten minute time out without replacement. A player "sent off" does not return, is not replaced, and fronts up to the Judiciary usually pleading "Guilty" to ensure a reduced sentence.
