Yes, it's a NFL requirement. reusing a helmet that has been used in game is considered unsafe due to the high amount of stress put on the plastic.

If you think this is wasteful please consider the fact that the used helmets are stripped of padding, cleaned and sold to fans, all profit going to charity.

If the helmet is damaged, then it's repaired/replaced. Otherwise, they keep the same helmets
