For each team there are 11 players on the field for every play. Teams are allowed to field less, and if they do so they won't be penalized. This usually doesn't result in an outcome they desire though and most would recommend against it. They're not allowed to field more, however. 11 players from each team is the count that is supposed to be present for every play.
