The 2009 NFL Draft order has come out for the teams that did not make the playoffs or the teams that did not have a better record than other teams that made the playoffs: # Detroit Lions # St. Louis Rams # Kansas City Chiefs # Seattle Seahawks # Cleveland Browns # Cincinnati Bengals # Oakland Raiders # Jacksonville Jaguars # Green Bay Packers # San Fransisco 49ers # Buffalo Bills # Denver Broncos # Washington Redskins # New Orleans Saints # Houston Texans # z- San Diego Chargers # New York Jets # Chicago Bears # Tampa Bay Buccaneers # Dallas Cowboys (DETROIT GETS THIS PICK)

# y- Philadelphia Eagles # z- Minnesota Vikings # New England Patriots # y- Atlanta Falcons # z- Miami Dolphins # y- Baltimore Ravens # y- Indianapolis Colts # z- Carolina Panthers (Philadelphia GETS THIS PICK) # *- New York Giants # *- Tennessee Titans # z- Arizona Cardinals # z- Pittsburgh Steelers x - Clinched playoff

y - Clinched Wild Card

z - Clinched Division

* - Clinched Division and Home field Advantage

Spots 16 - 29 will be determined based on how the playoffs go. The Super Bowl champion gets the last pick in the draft and its opponent gets to the next to last pick in the draft. Also, a win or loss in the Playoffs also will effect draft position and break ties. Therefore, the order for the NFL draft won't be finalized till after the Superbowl and possible coin tosses. Tie breakers that cannot be broken by any of the tie breaking procedures will be decided by a coin toss.
