well the most obvious would be that one is waxed and the other isnt. i prefere waxed better because it feels better when lacing up and its keeps my skates tighter.

It isn't bad at all. People only do that if their laces are too long. Slot of skates come with laces that are way to long but it is very easy and cheap to get new ones
You need to take it in to a store to be relaced, and they just put the laces threough the holesand tie it it underneath the leather at both ends.

Baking parchment is also called parchment paper and is available in most grocery stores. Parchment looks and feels like unwaxed wax paper.
I'm pretty sure that it's just for decoration. If it wasn't I'm not sure what it would be for I mean it wouldn't be for protection.
