Mark Kelley (played US College Hockey and signed with the Hartford Whalers in 1980 and played in the AHL)

(played university hockey)

(daddy hired him)
Mats Hallin
(won a couple of Cups with the Islanders)
Karl Pavlik
(played several years in Germany)

Most NHL teams also use high school/travel team coaches as area scouts as well throughout North America to ensure complete coverage.
There is no schooling. While there is a school (as listed below by somebody else), they have yet to place anybody into an NHL GM or scouting position yet (although they have 2 ex-NHL
scouts on staff).
My advice to people for the last 40 years is to know the game, know the people, knock on doors (starting with junior leagues) and prove your wares. There's over 400 pro and amateur scouts in the NHL when you total all of them up. None of them were educated in scouting, and almost all of them played hockey to at least junior/college. The few that didn't, started in lower leagues and moved up based on hard work and perseverence.
Oh, and you need to be able to pick gems like Dominik Hasek
in the 10the round (if only to balance out the first round stiffs like Jimmy Waite)
