This old racist almost single handedly cleaned up the mess made by the Black Sox and made other improvements on the way baseball was run.

The owners of course, later regretted that they had given such broad sweeping powers to this commissioner to regulate what they considered their game.

Baseball teams in those days were usually owned and operated by individuals who regarded it as a business and the team was usually their main source of income. There was no TV and radio was still in its infancy, so almost all income for a team owner was generated by gate receipts. If the fans stopped coming, they were bankrupt.

As far as changes on the field, the biggest one was mandating that new clean balls were to be used whenever a ball was soiled or scuffed. Also, the spitball and variations of it were outlawed, except for those pitchers who had developed it and the outlawing of them too, would have destroyed many a pitching staff.
