There was no TV and radio was still in its infancy, so almost all income for a team owner was generated by gate receipts. If the fans stopped coming, they were bankrupt.
As far as changes on the field, the biggest one was mandating that new clean balls were to be used whenever a ball was soiled or scuffed. Also, the spitball and variations of it were outlawed, except for those pitchers who had developed it and the outlawing of them too, would have destroyed many a pitching staff.
