The concept was put in place that to spread the interest it would be fair and reasonable to assume that generically the top 10 teams in the World Rugby Rankings would always be a host. Therefore it was set out that all member countries could bid to host the event. This allowed emerging countries like Japan to have an opportunity to host the event, gain more experience in hosting and allow people from differing countries to see the game in different parts of the world. This has been effective as more that 1 hundred teams are now registered with World Rugby and more rare plaining to start the process

Rugby just seems to have been taken to the heart of the Welsh people over the last 130 years or so. It was probably introduced to Wales from England through public schools and the tough physcial game resonated with the tough mining communities of the Welsh valleys. Socially, Rugby in Wales is very different from in England, where it grew up as a sport played by the "upper class" in public schools. In contrast, once it took hold in Wales in the 19th Century it was very much a working class sport. So in England soccer is the sport of the people (the National game) whereas in Wales this is Rugby. Over the years Wales has made a great contribution to the development of Rugby, including introducing many innovations that are now embedded in the structure and laws of the game.

It was adopted as such because of the social environment of the country . Mostly farming, Steel/Iron works and of course the Coal Fields generated small village communities. As part of each community the game developed because it cost little to buy clothing was an armature status

Basically for the money offered. The French Game is quite lucrative and not just Welsh but many of the "home countries players" are being enticed. The main reason is simple. The game takes it's toll on players. The life of a player is very short compared to other sports and therefore basic business sense says make money whilst you can in the event a life changing injury occurs.

In history the more well off only played rugby. However, due to mining villages, steel towns etc in the later part of the 1800's villages formed "pub" teams as did the universities. when the Reverend Professor Rowland Williams brought the game with him from Cambridge to St. David's College, Lampeter which fielded the first Welsh rugby team that same year.

The game became accepted by villages and towns many of whom were formed from workers in the area. The game developed from that point.
