== == The Expansion Baltimore Ravens is the second newest franchise in the NFL (established 1996). Just like the Carolina Panthers, Jacksonville Jaguars (established 1995) and the Houston Texans (2002), these franchises are too new, with very little history to reitire a number. Usually, retired numbers will correspond with strong candidates for the Football Hall of Fame. The only player that may have potential for that is Ray Lewis. I suspect his number will be the first to be retired from this franchise.

Why is the number 28 in baseball never retired?

The retiring of a player's number is considered an honor, meaning the player left a profound effect on the organization he/she played for or the sport in which they were involved. Relatively few marquee players have worn the number 28, and as a result no major league team has retired the number as of yet.
