The ground conditions caused by rain can impact on the scoring ratio. As the gounds in particular those without good drainage "dig up" it does cause greater slipping and lack of traction when running. This makes the gound heavier or sticky in effect which does slow the running game. Added to this is the lack of bounce in the ball when kicked because of broken up areas of the ground. The best conditions are cool, over cast with rain (or heavy watering) 24 to 72 hours previously.
