The state doesn't determine what types of bats are allowed. It is up to the city's league rules whether or not wooden bats are allowed. In my own opinion, any time aluminum or composite bats are allowed, I would be using one, because the BBCOR on an aluminum or composite bat is much higher than wood, and if I'm the only person using a wooden bat in the league, everybody else has an advantage over me.
It all depends on the stick that you buy. There are wooden sticks and composite sticks. The Wooden sticks are much heavier than composite sticks so most goalies prefer composite. Usually the Composite sticks are about 600 to 700 grams.

first helis had wooden rotor blades and heavy steel/ wooden frames. obviously this didn't do the trick so now we got composite blades, aluminum skids, monocoque or semi monocoque or truss style construction
