You do not need to be a citizen to play in MLB. Pitcher Orlando Hernandez didn't become a US citizen until 5 years after he defected from Cuba. Cardinals first baseman just became a U.S. citizen recently but has been in the U.S. since 1996 and with the Cardinals since 2000 in the minors.
