If you are referring to participating in the Army-Navy game that you see on tv then yes you would have to be a student of either the US Military Academy at West Point, NY or the US Naval Academy at Annapolis, MD. Regular army and navy personnel are not permitted to play in that game. There are other teams around like a base team that would play others around their area but the big game is for the cadets and midshipmen to play.
