Players can and do get paid when they are not on the active roster. Players who are under contract to a team draw a paycheck unless they have been Suspended by either the NFL or the Team or have been placed on the Non-Football Injury List (NFI).

No, players aren't paid until they report for offseason workouts which usually start the 1st / 2nd week of April . In which then we get paid 320 dollars a week unless a bonus is in a contract. But that's only for the million dollar players which ONLY make up 10% of every team (FACT).
