There is a governing body for each sport that oversees the selection of the team for that sport.

That body will organize a qualifying competition shortly before each Olympic games. The top finishers of that competition will then be vetted by the governing body to assess their readiness to compete in the Games.

They have the final say over who's on the team.

Yes, he has quite a few times. In 2004 he represented Canada in the IIHF World U20 Championship and came in 2nd place. In 2005 he went into the same tournament once again representing Canada but only this time he got a gold medal.

One year later he entered the 2006 IIHF World championship and led in scoring. And in 2010 he played for Canada's Olympic male hockey team in Vancouver BC. In the gold medal game he scored the game winning goal in overtime against the United States. This goal is often referred to as " The Golden Goal".
