If you are asking if you can touch a receiver without drawing an interference penalty, then yes, you can. Interference is a deliberate contact act that impedes a receivers ability to catch a pass.

You can touch and place your hand on a receiver, much like a Basketball defender does, however if you push or put some pressure or weight on that hand, you are going to put yourself at risk at interfering with the receiver.
