Yes they can, but they have to jump from behind the ten foot line. They can land inside it, but they must jump from outside it or it's considered a back-row attack. This applies to all back-row players.
Note that some front-row players back up to pass, but they are still playing in the front row, so that rule doesn't apply to them.

i do not understand your question. but you ca serve the ball out in volleyball.
You can only set a serve if the serve is over your shoulders, and is a high float serve. Trying to set a hard or t op spin serve will only cause you to hurt or even break your fingers. You will also most likely miss it and lose the point.. your welcome(:
