Yes. Super Bowl venues are selected four years in advance. As of Super Bowl XLII it has never happened, however, if a team makes the Super Bowl in the year their stadium is scheduled to hold the Super Bowl the game would go on as planned.
Yes. The site for a Super Bowl is selected years in advance. (Sometimes it is even played at non-NFL stadiums like the Rose Bowl). The NFL has never prohibited a team from playing in the Super Bowl in it's home stadium. If the Dallas Cowboys had made the playoffs and gone all the way to Super Bowl XLV this year, it still would have been played at the new Texas Stadium regardless. Since this has not occurred in 45 years of Super Bowls, I dont foresee the NFL making a rule prohibiting "Home Super Bowls" any time soon. FYI-Since the Super Bowl is not generally played in the home stadium of either team, the NFC team and the AFC team take turns being the "home team"on alternate years.
