no....you have to be atleast three years removed from highschool. so if you were redshirted in college then the soonest would be your redshirted sophomore season (normally). normally the earliest players declare is after their junior season.

Technically, yes. There are no limitations based on race or nationality. However, it would be very difficult for a disabled person, such as someone in a wheelchair to play an NFL game. If an individual in a wheelchair attempted to become an NFL player, it is unlikely that any team would sign him/her, for any reasons except for publicity (it would make the team look good if they signed a disabled person.)

To apply for the NFL Draft you must have graduated from high school, and if you want a fair chance, play at least one year In college.
