Yes. The goalkeeper is subject to all the same rules as any outfield player. The exception here is that a goalkeeper within his own penalty area (the 18 yard box around his own goal) cannot be shown the red card and sent off for DG-H (denying a goal by handling), because the goalkeeper is permitted to handle the ball within that area. He can still get a red card for DG-H outside of his penalty area, and can be sent off for any other the other six sending-off offenses at any time.
