Yes but most players with Pro ambitions wait until their 3rd or 4th year because it gives them more time to grow and get better, but they might enter the draft only after 2 years if they are injury prone or think they are the best they will ever be and want to get as many years as possible in the major leagues

Yes if you were redshirted your freshman year then your second year becomes your freshman year and your third year is your sophomore year. The rule is that you must be removed from high school for at least 3 years. So theoretically you could dig ditches for 3 years and declare for the NFL draft, however with zero playing tape on you, I doubt any NFL team would be interested.
