No, they're not. They're one of the most sucessful teams in England, and has a team to push for top 4 regularly. Tottenhams' team are still young therefore they haven't reached their full potentials yet, but in 2010-2011 their team is improving substantially and reached the 4th in premier league 2010. Currently top of the group in champions league, and are favourites to go through to the knockout stages.

Their manager Harry Redknapp has said Tottenham needs 2-3 more world class players for them win the premierleague title, and was agreed by many professional footballers/managers.
