The Olympics has never been "banned". Several countries have, over the years, chosen to boycott the games for various reasons. You would have to be more specific as to what year and which country in order for us to give you a reason. (In many cases the reasons were, frankly, kind of petty, like in 1976 when the People's Republic of China and the Republic of China (Taiwan) both boycotted the games because the other one had been invited.)
