In the United States of America! All fifty states and territiories, etc. it is a Federal Law, thus outranks local and state ordinances.

However, bloodless bullfights, where the bull is neither injured nor killed, are legal in most places. However, they have not really caught on in the United States. Most aficionados would prefer to travel to Spain or Mexico to see the real thing.

Bloodless bullfighting is allowed in many, if not all, states. However, it has not been much of a success where it has been tried. Many times top matadores from Mexico and Spain have been contracted to fight. Many matadores shy away from performing in such a manner as it is considerably more dangerous.

im pretty sure it is banned in high school football, even though i did it today in practice its very dangerous many of the injuries during this drill are concusions and head related injuries

It is banned in most countries but bullfights are still held in most of Spain, in Mexico, Portugal, France and several countries in South and Central America.
