The mounting of medals on US military uniforms are done in an established "Order of Precedence", that is the highest medal is in first place, followed by lesser medals, in order of the established precedence. The same would go for the ribbons representing those medals.
All US Military medals (and ribbons) are displayed on the uniform using the "Order of Precedence". The first ribbon on the top row is for the highest, followed by the second highest and so on. Just type in for a websearch something like: US Military Awards Order of Precedence, and your question(s) will be answered.

For dress uniforms, medals always go on the left breast, ribbons on the right breast.
The first thing is to look at the DD214. It is the discharge paper given a soldier when they get out of the military. If they don't have it, go to the Veterans Administration online and order it. It should list all of the medals and citations the individual has been awarded. You can also order the full service record.
there are a lot of ww2 medals and there was not a AR back then on the right way to stack them. they would put the highest ones one top from right to left and go down. campaign ribbons are always on the bottom.
